HSE warns of invisible danger The safety and health Executive have issued a caution to corporations after an electrician needed to be given treatment for the inhalation of CO2 as he was working in a basement substation. Denso Producing Midlands Ltd, of Minworth, Sutton Coldfield, was charged a total of £28,000 and ordered to pay costs of £5,278 by Birmingham Magistrates Court on 12th December 2008, after pleading guilty to breaking sections two ( one ) and three ( 1 ) of the H&S at Work etc Act 1974 and Regulation three ( one ) of the Management of Health and Safety at Work Laws 1999. The court heard that Denso Producing Midlands Ltd was decommissioning the fire suppression system in the basement substation of its old works in Shaftmoor Lane, Hall Green, Birmingham. After spotting a bizarre taste to the air, he left the basement and then needed to be given treatment for exposure to gas. HSEs inquiry exposed that no risk assessment had been carried out by the company to identify the risks coming from the move to Minworth and decommissioning of the Shaftmoor Lane factory. HSE inspector Ed Fryer asserted : Quite obviously the absence of any risk assessment in the slightest enabled a deadly situation to develop. The event has demonstrated the risks of carbon-dioxide poisoning in working environments and the potential risk to employees in unsafe environments. As importantly, it has demonstrated the hazards of not carrying out satisfactory risk assessments and placing workers in perilous and utterly avoidable eventualities. The second layer of Pennsylvanias court system consists of Common Pleas Courts, which have original jurisdiction in Pennsylvania trials. If somebody wants to bring a private injury claim against a governmental agency, as an example, that individual would file the legal action in a Commonwealth Court.

the better Court acts only as an appeals court. In the meantime , the HSE will be driving home the message that CO2 is a devastating, silent killer.
